Windows Downloaded Program Files Folder Icon Missing "AGAIN"

This is the second time this problem occured. This time however, it is on a
different machine. The default windows folders with icons such as downloaded
program files, and assembly, are missing their default icons. What is the
shell command to restore them?
 
Restore the Downloaded Program Files Folder

Start | Run | Type: regsvr32 /i occache.dll | Click OK

You may have to reboot, I don't remember.

I have no idea what or where any assembly folder is.

Reboot.
