Windows does not shutdown the first time

Hi, I've a computer running on Windows XP Home Edn.
Everything seems fine until I set it up on a local area
network for internet broadband access.
Now, when I select Start-> Turn off computer -> turn off,
nothing response to it, and it does not shut down. I've
to repeat the process again for the PC to shut down.

Could someone tell me why this happen, and how to
eliminate this inconvenience?
