windows does not shut off

The Carver

Windows xp shuts down ok but it displys this..
it is now save to turn off your computer.
How do you stop this?
ps sp2 is installed
 
Hi,

Control Panel/Power Options, you probably need to enable APM. It is not
enabled by default.
