windows does not go into my settings, shows only background.

When I put my computer on and log into my user name, error message says
"windows closed this program" , "microsoft text to speech engine".

what should I do? My emaail is "(e-mail address removed).

The Accessibility options on the Start menu include the "Narrator", which
you may have set to start when Windows starts. Look at its Options for that.
You may also be having trouble with the driver for your sound card. You
replace that driver like this:

Go to Start/Run, and type DEVMGMT.MSC , highlight each Sound device, Action
menu, "Uninstall", then Action menu, "scan for hardware changes", to find
the device drivers again automatically.
