Cant log into windows - local policy error preventing logon

My computer won't let me log in using - Windows XP Pro
says local policy on this computer does allow you to log on interactively -
I'm not logging remotely.
Tried every safe mode listed when press F8 on startup, as well as the option
to load last good version.
Every safe mode attempt or last know version attempt just get same error at
log on.
Get windows login and try again get same error message,
tried using my administrator login and still same error, cannot log on
interactively.
Normally if had problem i would reboot and it would just load windows
without prompting for a log on and go right into the administrator profile,
this time not loading the administrator profile, instead prompts for logon,
but get the stupid local policy.

Is there any way to reset the local policies if unable to get into windows?
Is there any way for me to get into windows to fix this policy, that is
preventing me from logging on?
Only other advice I received was will have to re-install windows.
But I can't find my installation disk. I have the key.
Was told maybe can download it from microsoft, but can't find a download for
the windows xp pro install.
If I could figure out how to just get a c:\ prompt I could run the install
from my other hard drive that has a backup of all my install disks, but can't
figure out with windows xp on how to just boot to a c:\ prompt.

Any help would be appreciated.
