You have two problems: no display and a problem with configuration.

You should be getting BIOS splash screens before Windows even tries to
load. Monitor powered on? Display card seated securely? Tried a different
monitor or display adapter?

For the message about hardware configuration - try using Last Known Good if
it's available. If not or if it fails, what has changed in hardware since
the last time the system booted successfully? Disconnect "whatever" and try
booting again.

If still no luck, try booting with bootable media (floppy disk, bootable
CD) remembering to set the boot device order in BIOS first. Once you
confirm that the system can boot successfully somehow, some way and with
readable screens -- you can decide more about what should be done next
(hardware diagnostics, repairing Windows, or whatever seems appropriate).
