can someone please tell me in simple terms how I create and address book
using Windows Contacts?

My Crystal Ball is in for repair :-)

Please be a little more specific and explain what problem/s you are having
more fully.
 
Open Contacts. Right click in an empty area of the Contacts window and select
Properties. On the Customize tab, choose "Contacts" from the Use this folder...
drop down list and check the box below it. Click Apply. Click OK.
