First of all, I would like to apologsize, if this is not the appropirate
place to write, if this is true, please forward it.

The problem is with Windows Contacts is CSV (comma-separated values) import
and export; Windows Contacts separates fields with semicolons instead of
commas. That's why it is impossible to import contacts (for example) from
Windows Live Mail. I think this is a very serious problem.

Control Panel -> Regional & Language Options -> 'Formats' tab -> 'Customize
this format...' button

'Numbers' tab -> change the 'List Seperator' character to a comma.
