windows cannot open the local policy database - error unknown

I'm pursuing a fix for event id 1202. application log
warning 0x4b8 - event id 1202, source SceCLI. Most
articles say that it is a problem occuring in the local
security local security settings/security options.
However, when I go to open the security opyions I get this
subject.
My guess is these two problems are interrelated. But I
can't find a fix for the unknown error.
Any suggestions?

You may have a corrupt security database. See the links below for two possible
