Windows cannot open file

Since doing a number of recent installations on my
Windows XP Home, P4 Dell Dimension desktop (installed
wireless router, Norton Internet Security, Spy Sweeper,
etc.), I have been getting a meesage at startup, "Windows
cannot open this file. File: 00002364.rbf". I have
determined that the file is an Oracle backup file, but
have no idea how it got on my computer or what purpose it
is serving. I have searched for it including in systems
files but found nothing.
How can I get rid of the file and/or the message?
