Windows cannot load the user's profile

I am getting the message "Windows cannot laod the user's profile but has
logged you on with the default profile - INCORRECT FUNCTION". This is
preventing me from accessing the internet among issues.

What is corrupted and how do I repair it?

The user profile could be corrupted, according to:

Log on as administrator and create a new profile.
 
I created a new profile as the document suggests. However when I went to
copy from the old profile, as the document directs, I get the following
message:
C:\DOCUMENTS AND SETTINGS\old user name IS NOT ACCESSIBLE
ACCESS IS DENIED.

How do I copy over the old profile?

You must log on as administrator in safe mode. See:
