Windows cannot find URL

On one computer, after a trogon virus was cleaned, I can no longer use IE.
Chat lines work and OE works, but if I
Click on any favorite, type any URL address in the RUN box or just attempt
to start IE comes back with the message:

Windows cannot find (the URL I typed), please check spelling and try again.

This is on Windows XP SP1 system. There is no option in the Add/Remove
programs applet to repair IE6.

Any idea what registry line got hosed?
The trogon was ISTBAR.4.Y

I have not found anything on this trogon at Norton or McAfee
and I have not found a solution in a Google - Groups search.

Hi,
If you double-click IExplore.exe does IE open? Is there an error message
when you do that? If you set IE to no home page (Ctrl Panel> Internet
Options) will IE open?

This may help..
If you lost your Internet connection after removing spy-ware
(such as NewDotNet, and Commonname) the following steps will help
restore your connection. This works for Windows 9x/NT/2000/XP.

1.) Download WinsockFix.zip. (by: Option^Explicit)

2.) UnZip WinsockFix.zip
3.) Run WinsockFix.exe.
4.) Click the Fix button.

Double-click on IExplore.exe and you get the hour-glass for a minute and
then nothing.
Same thing if you click on a favorite of the Start menu.
However, found that I could click on MSExplorer and surf the web just fine.
I did not even know that MSExplorer was in the machine, but found it in the
All Programs menu.

check for updates before running it.
