windows cannot create a temporary folder

At the very beginning of the installation the error
message comes up saying it cannot continue because it
cannot create a temporary folder. If anyone knows how I
can fix this I'd appreciate it.
 
ok first thing is have you reformatted the drive yet or
are you attempting to install over the excisting operating
system and how big is your drive that you are attempting
to install to because win xp recomends the minimum size at
1.5 gbs but as you know that changes very quickly as
supdates are done so i have mine installed on a 5 gb
partition which leaves room for updates as needed
