<Windows boot>\system32\hal.dll Error

How do I correct this error <Windows boot>\system32
\hal.dll? Did not receive Windows XP "home Edition"
startup disc with computer. All corrective action
notices say to run Windows XP startup disc to correct
problem with hal.dll.

The computer I need to startup will not allow me to
access anything. I want to use another computer to burn
a new startup CD to startup my other computer. How do I
do this?

Please advise.
