Changed cmiResealPhase to 0. Getting corrupt hal.dll since then?

Previously cmiResealPhase was 12000. I changed it to 0 as I had to install some drivers and also change screen resolution. So once FBA completes, I log into my image and do the above steps. Then, manually execute fbreseal.exe.

When cmiResealPhase was 12000 everything used to work fine (except for the drivers not loaded and resolution low) but since I changed it to 0 I am getting the following error:

Code: 
Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file.
