FBRESEAL.EXE not deleted why?

I added system cloning tool and only customization was to set the
cmiResealPhase to 0.

I booted up the master copy, let it go through FBA, and then I change
a setting or two. Ran FBReseal, after 20 seconds it said successful
and click OK to reboot. I shutdown and didn't let it boot up.

I copied those files onto another CF card, I booted up and
FBRESEAL.EXE was still there. The OS did have a different ID in the
system applet.
Howeverm, it seems after I reboot one more time, the FBRESEAL got
deleted.

Is this normal? How come the first time I boot up my newly cloned
cards the FBRESEAL is still there?

There is some known issues with fbreseal on SP2. No Microsoft comments on this thus far.
