'Windows Auditing' Capability Missing?

I found the following instructions re 'Windows Auditing':

"To enable auditing on a computer running Windows Server 2003, Windows XP,
or Windows 2000

Open the 'Control Panel'

Select 'Administrative Tools'

Select 'Local Security Policy'

Select 'Local Policies'

Select 'Audit Policy'

and then click the events that you want to audit."

HOWEVER, no menu item called 'Local Security Policy' is listed under
'Administrative Tools'.

Suggestion?
