Windows 98SE Taskbar Problem

I am trying to help a lady with a Taskbar problem.

The taskbar keeps going to the right hand side of the screen. I return
it to the bottom where she wants it, but, the taskbar is double size
and will not return to single sizing. As well as that there is
duplicate icons, and if I remove one, then both disappear, if I
replace one, there is two there again.

Can anyone assist me please.

There's no such item on the Taskbar's right-click menu in Win98.
