Windows 98 IE browser crash

When I open Internet Explorer or Netscape navigator, I get
a blue screen error that says:

A Fatal Exception OE has occurred at 0028:C29BFF22 in VXD
SISNIC(01) +00001EE2. The current application will be
terminated.

Sometimes I can actually view some pages before this
happens. I bought this computer used, and am in the
process of upgrading. The computer has not been online for
a a little over a year, any ideas what could be causing
the problem?
any ideas would be greatly appreciated.
