Windows 98 asks for boot disc...

I tried installing WinXP on a friends pc and it wants to skip installing
some files during setup. His pc only has a 4gb hard drive and 64mb memory. I
want to reinstall Win98 until he gets a larger hard drive and more memory,
but the Win98 prompts mefor a boot disc soon after starting setup. How do I
make/get a boot disc if my pc has WinXP? Thanks.
