Windows XP Windows 98 Administrator problems

Hey, I have this problem with windows 98 where when i try to install any programs/games, it tells me i need administrator privileges (I have checked around my user settings and options in Control Panel but i havent been able to spot how to make a username an admin) Im not sure how to reformat my C: drive and i've tried reinstalling windows and i got nothing. Please reply if you know whats wrong/how i can fix it. Thanks

try looking under 'users' in the control panel, i cant remember exactly what to do but it should be in there somewhere

I've tried quite a few times searching through user and various other places in the control panel but i couldnt find anything.
