No, it just means that they're phasing themselves out.

They are trying to keep idiots like Frank and myself from polluting the forums with
lies, insults and animal sex accusations. With web forums, they can kick Frank and my sorry ass out
quicker and we can't be a disgusting troll there.

While those forums are moderated as you say, the real reason is control.
With Usenet, they can only control their own servers and can't stop web
site leechers. Microsoft is just following Google to the cloud.
