Windows 64 bit

I was in the process of cleaning my computer and accidently deleted a file that I need. Now whenever I connect to the internet or play certain games I get the following message titled "Windows 64 Bit Application Handler" and it contains the message "Run time error "53" File not found. Any suggestions on how to restore this file without restoring the whole computer?
