Windows 2003 Terminal Server and File Associations

I am trying to set file associations on a 2003 Terminal Server with
Citrix Metaframe. However when I set the file association logged in
as Administrator, it does not appear to take effect for other users on
the system (even when they log out and back in). I recently installed
Office 2003 and I would like .TIF and .TIFF files to open with Office
Document Imaging rather than the Windows viewer. Has anyone else run
into this problem? Is there a way to globally change a file
association for all users?
