Windows 2003 term server remote administrators

The 120 days of "free" access ran out and when I called Microsoft Support,
the rep told me I did not need to purchase any CALs because I was the only
one logging on to the server and I was always logging as administrator. All
the articles I have read said that the server always has 2 admin logins, but
even though there is no one logged into the server, I still get an error that
says:
"The remote session was disconnected because the local computer's client
access license could not be upgraded or renewed."
If I have 2 admin logins, why can't I remote desktop onto the server? Did I
miss something?

if you are only connecting remotely for administration, you don't need to
install terminal services on 2003
as long as remote desktop is enabled, an administrator can connect remotely
without a problem

yes
then in system properties, enable remote administration; this allows the 2
admin users without the need of a terminal CAL
