Windows 2003 Server Hangs During Install - lodctr.exe looping

We are trying to get Win2K3 Server installed on a new box, and it keeps
hanging during the GUI phase where it says "Completing Installation"

It just sits there, with no hard disk activity. The screens cycle through,
so it is no fozen, it just doesn't continue....

So, we did SHIFT-F10 to get to a command prompt, then typed in taskmgr. It
seems that "lodctr.exe" is stuck in a loop. It has 50% CPU utilization.

We END PROCESS on it, and the installation now continues.

Should this be OK to do this? Is it doing anything critical that will cause
problems down the road?

Any ideas on what it could be hanging on, or how to troubleshoot it?

It is a brand new PC, Asus P4P800, Onboard Intel NIC & video, using an IDE
drive.
