Windows 2003 Server Hanging... help!

We recently got a new 2003 Terminal server with dual Xeon processors
When I add a new user then log into the server as that user to customize his/her desktop, the whole server seems to hang up. All the users that are already connected to the server get hung up as well. No one can seem to do anything on the server during to 30 seconds it takes to create the users profile
The server is also a domain controller and a TS licensing server
This is really hindering my work, as I am unable to add new users during the day. I have to wait till nighttime when no one is working so I don't lock up his or her session
Any advice would be appreciated
