Was windows 2000 really more of an improvement from
Windows 99 or was it more of a pain?

There was never a Windows 99. You probably mean
Windows 98.

Windows 98 is based on DOS (which was developed
in about 1978), with lots of stuff added over the years.
It is great for playing games but it was never a serious
contender for an industrial strength rock-solid operating
system.

Windows 2000 is based on Windows NT, with was
designed from the ground up for serious applications
and for proper multi-tasking.

You might find lots of people who will swear by
Windows 98. Those who work in a corporate environment
will equally strongly recommend Windows 2000. In your
case, I recommend you stick with Windows 98 until
you can no longer stand its idiosynchrases.
