Windows 2000 write protects hard drive

I installed Windows 2K and formated my drives to NTFS. I now want to go either back to 98 or to XP but Windows 2000 has write protected my hard drive. I cannot delete partitions or even format to delete info although I did get it back to FAT32. I have tried delpart.exe but even that stops because of the hard drive being write protected. It is not a bad hard drive, because I can write to it using the Windows 2000 install disk. The XP disk gives me a STOP error systemroot/system32/ntdll.dll I try to delete it after booting to the A: but it will not let me... any ideas?

create a bootable floppy, put fdisk on it. use fdisk to delete and recreate
your partitions. Understand that all data will be lost.
