Windows 2000 usb power management

In windows xp there is a checkbox into the properties of the usb root hub
that allow the user to turn off the power management by turning off the usb
port. In windows 2000 is there a place where I can turn this off cause it
seems to create a lot of problems with scanners and other devices.

The Power Management tab is there for the USB 2.0 Root Hub on all my Win2k
boxes. It isn't there for the USB 1.1 Root Hubs. This checkbox (for the 2.0
hubs) seems to be unchecked by default.
