Windows 2000 Taskbar / StartMenu missing

I have a Windows 2000 Pro computer that was infected with serveral viruses.
I cleaned up all viruses, but now the Windows Taskbar is completely gone.
All the Icons appear on the desktop, but the whole taskbar is gone.

I have tried the obvious, CTRL+ESC and the Windows key and it is not just
hidden or minimized. I used Task Manager to close Explorer.exe and restart
it and it does not come back.

Is there a setting in the Registry that controls the Taskbar display?

How do I get the taskbar back?

I resolved the problem by re-installing Windows 2000 over top of the original
installation.
