Windows 2000 server can't start

Our Windows 2000 Server system which installed in HP ML530 G2 failed suddenly, when we restart the system, It windows start process terminated at screen of boot windows login by displaying "<<<", then switch to dark screen for always. When we restart again the same scenario appears.
Firstly we request the hardware vendor of HP for hardware diagnose, there is no problem on hardware;
Then we try to recovery from the Emergence Recovery Boot Disk, the prolem still there.

What should we do?

Can you boot the machine into safe mode? Recovery console?

there is no problem on hardware;
