Windows 2000 L2TP/IPSec client with Pre-Shared Key to Windows 2003 Server VPN

I am trying to connect a Windows 2000 Pro L2TP/IPSec client to a
Windows 2003 RRAS VPN server. The XP client works perfectly, However
on the 2000 client, I cannot get it going.
I have gone through the Microsoft Knowledge Base Article - 240262, and
things aren't working. In fact, when I capture traffic from the
workstation, it does not even try to establish the L2TP connection.
When I disable all the IPSec policies, I can see the L2TP
negotiations, but of course without IPSec, the connection fails.
Anyone done this and have any suggestions to get it going.

We are not seeing any errors... in fact, the dialer just times out.
When I sniff traffic, I do not even see an attempt to setup the
tunnel. With an XP client, I see the L2TP tunnel and IPSec encryption
get established. On the Windows 2000 machine, there is no L2TP or
IPSec traffic inbound or outbound.
