They are compressed folders/files. It's either an automatic thing where you
might have setup a drive as compressed and thus all subfolder and files get
compressed automatically too.

By design, Win2K automatically compresses files that do not get
used frequently, and, if you've left the default settings intact,
displays those files in blue.
