I used to be able to set the desired Window size and
location on my screen, and Windows 2000 would remember it,
until one of the updates stopped this capability.
The recent nvidia update allows many program windows to
open just to the right of the QuickLaunch toolbar which I
keep at the left side of the screen. But it still doesn't
remember the window size.
How can I get this capability back?

There's not enough information in your question to really know what you're
asking.

I'm assuming you want applications to open their window in the same place
every time. This is a function of the application, not the operating system.
Many applications store information in the registry when you close a window
that tells the app, "the last time this window was open it was at this
location." The app then reads this data the next time you start the app, and
puts the window in that location.

Not all applications do this. I'm not aware of any OS feature that supports
this functionality. To the best of my knowledge, it's completely the app's
responsibility to do this.

If you're talking about explorer windows and not application windows, see
Microsoft KB article Q813711 for details on how Explorer manages its
windows.
