Windows 2000 dialer

I want to use the dialer for phone to phone calls. I have
microsoft personal address book installed which enables
direct dialing. When I click on a "dial" button next to
any number, it takes approx 40 seconds before the dialer
dials the number.
Anyone have any ideas how to solve this?

Thanks Jerold, but it still doesn't help. I looked through
all the links but couldn't find a solution. The dialer
works fine, it just takes around 35-40 seconds before it
dials. Strange thing - when I dial direct from inside the
contact list, dialer works fine. Problem only occurs when
I dial from inside the Personal Address Book.
I'd welcome any other suggestions.
