Windows 2000 Behavior

When I shut down Windows there is a minute or longer delay befor the machine
shuts off.
During this time a palette informs me that it is saving my settings. This
behavior just started
recently, befor the shutdown was quite rapid.
Can anyone explain how to fix this for it is quite inconvenient?
