Windows 2000 and thumbnails

We have a large group of staff that can't view thumbnails.
Could we have something set in the policy that is causing
the problem?

Do they see the Thumbnails selection in the View pull-down menu? Are all of
your users on the exact same version of Internet Explorer?

Yes, they can view the thumbnail from the menu.. When you

open a folder to view a .jpg file, you see an outline of
the thumbnail but no picture. Most of the staff are
running I.E. I.E. 6.0.2600.4000CO
