Windows 2000 Advance Server

How I can make domain, I am getting networking error msg.

I define the static Ip address+subnet and dns for example
ip= 192.168.1.30, subnet 255.255.255.0 and dns
192.168.1.200........the dns number is dummy

Please help me..........
