Window xp, windows 2k policy question

Hi,
I have policies setup as a test, I am using a windows 2000 active directory
server and i have some stations that are windows xp and windows 2k, I know
the policies are getting to the stations but they are not appling totally,
for instance when I assign a backgroud it does not apply at the station
however if I go to a station and right click the desktop and select
background then I see it is the only one they can select. How can I force
this to apply without having to go to every station and every account .

I should mention I guess that the background is a network shared file to all
users and it does show up when you look at the stations background options/
