Is this one computer with this problem, or multiple computers? Do the same
users show this problem consistently, at different times, and on different
computers?

Is there anything common between these users? Any persistently mapped drives
for instance?

Get Process Explorer (free) from

Can you autostart Process Explorer so it displays while the user profile is
(not) loading?
