window opens up very small

If I am on a web page and open up a another window, nine times out of ten it
opens up very small and I have to maximize it. Is there a way that these
windows can open up in full view?
 
Use your mouse on the edges of the page, drag each edge till it is full
size, go to "File" at the top in toolbar, and click close while holding down
the Ctrl key on your keyboard. Window should be full size next time you
open it.
