Buster. I have always had my taskbar at the top since Windows 95. I
purchased the below software and it works flawlesly with all OS. It is worth
the small expense.

For starter, put the taskbar on the bottom. Then using your mouse, move the
top of an IE window down enough to leave room for the taskbar to fit, then
click File and Close. This will open IE window in exactly the state you
saved it in. Now move the taskbar back to the top. You can then adjust the
bottom of the screen making sure to close the window with the File/Close
routine. This will work for all windows of IE, OE and Windows Explorer.
