The account setup wizard in Windows Mail is hard-coded to reject
Hotmail addresses. You need to fool the account setup wizard by
giving it a non-Hotmail email address. After the account is set up,
go back into its properties and correct the email address.

Note: Several non-US countries were given POP access to Hotmail
last month:
