Window firewall could not on

Hi!
Anbody can help me!
My firewall from Window XP SP2 could not on.
This is my computer station at home and there is no administrator.

the message is;
Window Firewallwall is turned off . Your Network administrator is using
Group policy to control these setting.
Pls tell me how to turn on window firewall in this case.

Can you tell me why I can not start Window Firewall in window XP.
But there is a Firewall Icon at control panel.
