Window Explorer File Size ?

I would like to confirm with someone how the file size property of windows
explorer is being calculated for Megabytes.
I am looking at the file size property of a wma file which is 1.73 MB
(1,823,051 bytes)

if i do the caluculation by hand 1,823,051/1048576 = 1.73859691619873046875
so if i rounded it up i would get 1.74

So my question is, how does windows explorer get its value of 1.73 ?

Rounding DOWN?
 
The difference is the INF (information) pertaining to the file for activation. Such as which program is to open it.
 
I would assume that Windows does not want to do rounding
all of the time. Try finding a file that is 1.749 MBytes
and see if it reports as 1.75.
 
I am leaning toward that direction but i wanted some proof. Thanks
