window color and appearance

When I first went to this window the first thing it showed was the colors I
could use and the Aero option, and then you could go into more personalize
setting.. Now when I go there the first screen does not come up.. just the
appearance settings window

When I had this problem, I found that the WDM (Windows Desktop
Management) service was stopped and set as manual. I changed it to
automatic and started it and everything was back to normal. No idea
what caused this but it hasn't done it again.
