I have just upgraded to Windows Vista Ultimate from Windows XP. I went to the
control panel, and then to Color Scheme and there is no Aero option. I went
to window color and appearance and there is no transparent option. I'm pretty
sure that I meet all of the minimum requirements. Is there a reason why I
cannot use windows Aero or the Windows Flip 3D features?

Yes. Make sure that the color is set to 32 bit, the monitor refresh rate is
higher than 10 hertz (Hz), the theme is set to Windows Vista, the color
scheme is set to Windows Aero, and window frame transparency is on.
