Window anytime upgrade

I am trying to upgrade my computer from vista home basic to vista home
premium. When I try to install the license a window opens and tells me to
insert the windows anytime upgrade C.D. When I insert the C.D. it goes
through the update process but when it gets to the complete installation step
it gives me the error message "cannot complete installaltion one or more
files will not update, restart computer and start the installation again".
Can anyone tell me how to get past this problem, I have been trying to fix
this for nine months.
