Usually, the smaller ( < 10 mb) will download or might stop and I'll keep trying again to get it to download and it may work. Bigger files (>100 mb, for instance) simply won't do; this is just an approximation though. Something like itunes installation is simply unable to finish.

I don't think so or I wouldn't know; I'm connected on a large college campus. This issue didn't come up until after I had my computer's hard drive and everything reinstalled.

if you could tell me which driver(s) would affect that particular circumstance, I could answer your question. Otherwise, everything is correct (and current) as far as I know.
